GRA Sets July 16 for Energy Sector Levy Rollout
The Ghana Revenue Authority (GRA) will start collecting a GH¢1 per liter fuel levy on July 16, 2025, under the Energy Sector Levies (Amendment) Act, 2025 (Act 1141), as announced on July 2, 2025. The levy, delayed from June 9 and June 16 due to market concerns, aims to clear over $3 billion in energy sector debt.
The levy applies to petrol, diesel, and other petroleum products, raising pump prices by GH¢0.93 to GH¢1.95 per liter, according to the GRA’s Tariff Interpretation Order. It will fund fuel purchases and reduce power sector arrears to prevent outages, known as “dumsor.” The cedi’s recent strength has kept fuel price hikes minimal.
Finance Minister Dr. Cassiel Ato Forson assured Parliament the levy won’t spike fuel costs immediately, thanks to the cedi’s 43% gain in 2025. However, the Chamber of Oil Marketing Companies warned of a 2-5% fuel price rise from July 1 due to global oil prices, even without the levy.
The Minority in Parliament opposed the levy, staging a walkout during its passage on June 3, calling it a burden on Ghanaians. A Global InfoAnalytics survey showed 55% public support, but critics like the AGI warn it could hurt the 24-hour economy plan. The GRA is engaging stakeholders to ensure a smooth rollout.
The levy is seen as critical to stabilize Ghana’s power supply, with the IMF backing it to address energy debts. As the July 16 start date nears, the government urges citizens to see it as a shared effort to end dumsor and ensure reliable electricity.
