Former NSA Deputy Executive Director Set to Face Investigators Over Ghost Names Allegations


Former Deputy Executive Director of the National Service Authority (NSA), Gifty Oware-Mensah, has returned to Ghana and is prepared to cooperate with the National Intelligence Bureau (NIB) regarding allegations of at least 80,000 ghost names on the NSA payroll.

Confirming her return, Minority Leader and Effutu MP, Alexander Afenyo-Markin, stated that Mrs. Oware-Mensah arrived on Tuesday, March 4, 2025, and will appear before the NIB alongside her legal team.

“I am aware that Gifty arrived this afternoon. I have been in touch with her; she’s here in Ghana. Her lawyers are in contact with the National Investigation Bureau, and I am sure she is going to make herself available. Whatever the state investigation authorities have, they would proceed within due process,” Afenyo-Markin assured.

He emphasized that while the New Patriotic Party (NPP) supports accountability, the legal process must be fair.

“The NPP is not against accountability, me inclusive. We have been in public service, we are out of it, so obviously, if the new government needs former officials to explain certain matters, it is in their right to do so,” he added.

Allegations and Clarifications

There had been speculation that Oware-Mensah fled Ghana to evade scrutiny, but NPP Deputy General Secretary, Haruna Mohammed, clarified that she had been on official duty abroad and dismissed claims of wrongdoing.

“I would like to state the fact that the allegation of fraud remains an allegation. This is an established fact that has been publicly said at the National Service Authority. This is an allegation which has not been proven,” he asserted.

The investigation follows President John Dramani Mahama’s directive during the State of the Nation Address on February 27, instructing security agencies to place individuals accused of corruption-related offenses on a wanted list.

Prior to Oware-Mensah’s return, the NIB had already detained and questioned Kwaku Ohene Gyan, also known as Osonoba, a former Deputy Director of Operations at the NSA, as part of the ongoing probe.
