Clarifies Tax Assessment Process Amid Social Media Claims
The Ghana Revenue Authority (GRA) has refuted widespread reports on social media and other platforms alleging that the Authority has frozen the bank accounts of Richard Nii Armah Quaye, founder of Bills Micro Credit Ltd, and imposed a GHC30 million personal income tax assessment on him.

No Enforcement Action Against Richard Nii Armah Quaye
In an official statement issued on Thursday, March 27, 2025, the GRA clarified that it follows a standard procedure in assessing and engaging taxpayers regarding income declarations and tax obligations.
According to the statement, the Authority:
- Engages taxpayers to assess their earned income.
- Requests voluntary declarations before raising assessments.
- Issues tax assessments if taxpayers fail to declare their income by the due date.
- Only enforces actions like freezing bank accounts when a taxpayer refuses to cooperate after due assessments have been raised.
The GRA emphasized that, in the case of Mr. Quaye, no enforcement action has been initiated, and his bank accounts remain unaffected. However, the Authority has issued an assessment regarding his income taxes, in line with normal tax procedures.

Public Urged to Disregard False Reports
The GRA urged the general public to disregard false reports circulating online that claim Mr. Quaye’s bank accounts have been frozen.
The statement further encouraged all eligible taxpayers to:
– Voluntarily declare their incomes.
– Pay taxes on time to avoid penalties, interest charges, and other sanctions.
Reaffirming its commitment to fairness and transparency, the GRA assured taxpayers of its adherence to values such as fairness, integrity, responsiveness, and teamwork in handling tax-related matters.
