President Mahama Launches Comprehensive Ethics Code for Government Appointees to Strengthen Transparency and Accountability Across Executive Branch
President John Dramani Mahama unveiled a Code of Conduct for his appointees on Monday, May 5, 2025, as part of his 120-day Social Contract initiative aimed at bolstering ethical governance.
The 66-page document outlines specific codes applicable to various government officials, including ministers, deputy ministers, presidential staffers, the Chief of Staff, CEOs, and their deputies, members of the Council of State, board members, and other political appointees within the executive branch.
Key provisions of the Code include:
- Appointees must refrain from or fully disclose any situations that create a conflict between their personal interests and official duties, such as holding stakes in companies that conduct business with the government or using insider information for personal gain.
- Appointees are strictly prohibited from accepting gifts or favours from companies or individuals with an interest in governmental decisions. Gifts received during official engagements valued at GHC20,000 or more must be declared and surrendered upon leaving office unless the President grants permission for their retention.
- Government funds cannot be utilised to purchase or distribute hampers or gift items, except for modest gifts presented to staff as rewards for exceptional performance or upon retirement.
