Financial Constraints & Legal Battles Slow Down Construction Progress


The Minister for Roads and Highways, Governs Kwame Agbodza, has directed contractors working on the Ofankor to Nsawam Junction rehabilitation project to ensure the road remains motorable for commuters.

He emphasized the need for continuous grading and watering of the stretch to ease the burden on motorists who have been enduring difficult driving conditions due to the ongoing construction.

Motorists Express Frustration Over Delays

The directive follows numerous complaints from drivers regarding the deteriorating condition of the road and the slow pace of work. Many road users have expressed frustration over the inconvenience and heavy traffic congestion caused by the project.

Speaking during an inspection tour of the project on Wednesday, March 5, 2025, Agbodza assured the public of the government’s commitment to securing the necessary funding to complete the road.

“The President is committed to completing all ongoing projects, provided the fiscal space and financing can be secured by the Finance Minister. As highlighted at the economic forum, we are not in a favorable financial position. Nonetheless, we remain dedicated to completing this priority project,” he stated.

Legal & Logistical Challenges Hampering Progress

Project Manager Ing. Abdulai Mahama attributed the delays to several challenges, including:

  • Compensation disputes involving affected property owners, particularly around the Amasaman two-tier interchange.
  • Utility relocation issues impacting construction timelines.
  • Legal battles, with approximately 80 court cases currently being handled by the contractor and the Ghana Highway Authority.

“Some issues we have faced, especially around Amasaman where we have the two-tier interchange, include compensation disputes. The consultant valued the properties, but some affected claimants are challenging the valuation. Additionally, there are about 80 court cases being taken care of by the contractor and the Ghana Highway Authority,” Ing. Mahama explained.

Government & Contractors Remain Committed

Despite these obstacles, both the government and contractors remain dedicated to ensuring that the Ofankor-Nsawam road is completed and made fully accessible to motorists as soon as possible.
