Registry Struggles with Birth Certificate Delays


The Births and Deaths Registry is facing a shortage of special security paper needed to print birth certificates, causing delays and frustration for applicants nationwide. The issue, reported on June 27, 2025, stems from bureaucratic delays in the public procurement system, according to Project Director Emmanuel Nortey Botchway.

Botchway told the Daily Graphic that the shortage, ongoing for nearly two months, does not affect initial registrations or standard certificates, which continue at regional and district offices. However, the lack of security paper has slowed the issuance of certified birth certificate extracts, critical for passports and other official uses.

Despite the setback, the Registry aims to register 801,935 births by the end of 2025, but only 129,161 births, or 16% of the target, were recorded by March. Botchway said efforts are underway to fix the procurement issues and restock supplies to meet the growing demand for certificates.

The shortage has sparked public outcry, with many unable to process documents like passports. Social media posts highlight the issue, with some calling it an artificial shortage for profit. The Registry is under pressure to resolve the crisis quickly to restore normal services.

This problem adds to recent challenges at the Registry, including a staff strike called by CLOGSAG over workplace issues. The government is urged to streamline procurement to prevent further delays and ensure Ghanaians can access vital documents without disruption.
