GH¢67,900 Recovered from District Assembly Officials


Emmanuel Kwesi Lawer, District Chief Executive (DCE) for Upper Manya Krobo, Eastern Region, recovered GH¢67,900 allegedly misappropriated by three District Assembly officials—the District Finance Officer (DFO), Accounts Officer, and Revenue Superintendent—following an internal audit of Internally Generated Funds (IGF) spanning 2024 to early 2025.

On July 15, 2025, Lawer confronted the officials in his office, demanding three General Counterfoil Receipt (GCR) booklets linked to the missing funds. When the DFO refused, Lawer locked them in and alerted the police, leading to the recovery of GH¢5,800 from the Revenue Superintendent, GH¢27,600 from the Accounts Officer, and GH¢34,500 from the DFO’s account in Koforidua.

The funds were deposited into the Assembly’s account, with police investigations ongoing to determine further culpability. Lawer, sworn in on May 16, 2025, announced plans for a comprehensive audit to uncover additional irregularities, reinforcing his commitment to transparency. The action aligns with President Mahama’s reset agenda, emphasizing fiscal discipline.

Lawer’s decisive move, praised by MP Bismark Tetteh Nyarko and Asesewa Chief Nene Ofei Tagbaja, has sparked local support, with calls for similar accountability in other districts. The case highlights ongoing issues with mismanaged petroleum-funded projects in Upper Manya Krobo, as noted in a July 5 PIAC forum.
